Pretty sure MakeMKV and similar don't really care about SGX, as that's entirely for securing an application from other applications peering into it. Your linked article specifically talks about Cyberlink, who makes player software for PCs, stating that they're ceasing UHD support. The first one has to be the more common option but it will depend on being able to decrypt the data, though given how consumer electronics have to be available to end users to make the discs useful, I would guess that decryption will be fairly easy to beat for the near future. I'm trying to buy Dune 2021 in 4K, which was released in North America on Jan 11, but it's already out of stock on Amazon.ca, and a search result is present on Google for Best Buy.ca, but if you click the link, it goes to a 404.
